Creating rural employment addresses three important aspects of rural economy;
1. Sustainable livelihood;
2. enhancing the quality of rural life with better facilities and services to the communities, and
3. arresting urban immigration.
For this purpose, while self employment or entrepreneurship development is chosen as the desired path; wage employment is added as an intermediate activity to provide the much needed job experience and start-up capital to the first generation rural entrepreneur, who could be a high school pass out or drop out.
To meet these objectives at the state level and in  response to the call of the then Honorable Chief Minister of the state of Andhra Pradesh, the leading Public Sector Banks working in the state of AP have come together with NABARD and Government of Andhra Pradesh (GoAP) and formed the "Andhra Pradesh Bankers Institute of Rural and Entrepreneurship Development" (APBIRED) in the year 2007 as a premier institute to promote entrepreneurial development amongst the educated and unemployed youth, members of women SHGs, artisans and craftsmen, and the farming community, living and working in the rural areas of Andhra Pradesh.
The institute was inaugurated by the then Chief Minister of AP, Dr Y S Rajasekhara Reddy on 9th October 2007.   The institute, which is operating from an accommodation provided by the GOAP at Rajendra Nagar, Hyderabad is registered as a not for profit society under Andhra Pradesh Societies Registration Act, 2001. The society is granted exemptions under section 80G and 12 A of the Income Tax Act, 1961.

While the GoAP, NABARD, Andhra Bank, SBH, Canara Bank, Indian Bank and Indian Overseas Bank have joined as founding members, the Corporation Bank joined the sponsors in September 2008. The sponsors have provided the needed start up corpus and have agreed to bear a fixed share of the recurring expenditure incurred by the institute on a regular basis.

Presently, we are conducting training programmes both in-campus and on-location  in major activities like MS Office, DTP, PC Hardware and Advanced Computer Networking, Laptop Repair and Servicing, Mobile Repair and Servicing, Micro Irrigation Technician, Domestic electrician, Rural Veterinary Assistant (BAIF) and Rural Entrepreneurship Development Programme for rural men and  MS Office, DTP, Mobile Repair and Servicing,  Advanced Tailoring and Fashion Design, Zardosi and Maggam Works including painting and embroidery, short duration Rural Entrepreneurship Development Programme for rural women; besides conducting need based programmes for farming communities on technology transfer.
We are planning to conduct new programmes under titles like - 1.  Business correspondents and business facilitators for rural bank branches; 2. Electric motor rewinding and pump set repairs; 3.Two wheeler servicing; 4.Tractor repairs and servicing; 5.Air conditioner and Refrigerator servicing; 6. TV repair and basic electronics to create sustainable livelihood to the trainees in rural areas.
During the past three years, we have networked and collaborated with reputed partners like IIHT, Bangalore; Hyderabad based units of ATDC, MSME, JAIN IRRIGATION, BAIF, MYRADA and ITI, Anantapur. Our partnership with district level RSETIs, KVKs and NGOs has improved our outreach.
We have created a capacity to conduct four channels concurrently (35 candidates per channel) and a hostel to house 160 trainees. As on date, we have completed 428 programmes and trained nearly 9825 candidates under 16 titles since inception. These include 4540 rural women.
While 42% of our trainees have taken up self employment activities, around 32% have joined wage employment in order to gain the requisite experience before plunging in to their own business. During 2016-17, our placement ratio is around 83% with nearly 51% taking up wage employment and 32% taking up self employment.
